Marshall passed Magruder's message to Arnold, who decided it was best not to tell any American personnel in China about the Doolittle raid, not even Lt. Gen. Joseph W. 'Vinegar Joe' Stilwell, the man designated to become chief of staff to Genralissimo Chiang Kai-shek and commander of American forces in China. Arnold told Stilwell only that American bombers would arrive in china at a certain time, and that he should arrange for aviation fuel and oil, English-speaking personnel, and radio homing equipment to be stashed at several airfields in eastern China.
Stilwell left Washington for China on February 11 and did not reach Chungking until March 4. By march 16, impatient at not hearing from Stilwell about the airfield preparations, Arnold cabled him through AMMISCA. Time was running out, in another two weeks the bombers would be aboard the carrier, heading toward Japan. If the fields in China were not prepared the bombers might all be lost. The Russians had refused permission for them to set down at Bladivostok, and there was nowhere else for them to land.

Eln 1966 while traveling from Thailand to Vietnam his plane crashed into the Pacific Ocean. Stilwell's body was never found. Brigadier General Joseph W.
