Waugh - Kirkwood, Belmont Co Ohio 1840

There is a John Waugh head of household in Kirkwood, Belmont County, Ohio in the 1840 census. Does anyone know where this family came from? The # of persons per age group is as follows:
Male
5<10 =1
10<15 =1
20,30 =2
40<50 =1
50<60 =1
70<80 =1
Females
0<5 =2
5<10 =1
10<15 =2
15<20 =2
20<30 =1
40<50 =1
Male Free colored 10<24 = 1male
They don't appear to be in Belmont in 1830 or 1850 so they must be on the move from Pennsylvania. There was a john Waugh family in Allegheny Co PA in 1830. Any thoughts on this migration? I am looking for the JOhn Waugh family that settled in Hennepin Putnam Illinois by 1850. He had a daughter born somewhere in Ohio in 1840.
