I think it is an exception. You should key Mc'Gregor

Agree with Karen to key as McGregor unless specific project instructs otherwise.

It is a reverse apostrophe or superscript c.

Anna updated the keying standards to include this:

There are some names that appear to include an apostrophe which is really a superscript "c". Instead of keying M'Cracken you would key it as McCracken.
