I am no expert but judging by the many Maltese crosses and sword, it could be associated with the Templar Knights or Masons.
Just a thought.

Do you know aprox when this photo was taken.
Any family history that might help show what service or association - Phillip or Robert SCOTT might have belonged to

I think Smithd is right to suspect a non-military theme.

The sword, wrist guards and slightly odd hat suggests one of those peculiar Germanic duelling clubs. Schools, universities and military academies in the central European areas often had them.

The coat definitely looks civilian rather than military.

With the hat, sword and sash he's wearing, plus the armguards- it looks like Masonic regalia.
