Could Frances be listed in the 1880 census as Emma F. Willey age 10 born in Illinois to Riley and Mary J Willey .....living in Rochester, Wabash County, Illinois.......she has a brother William and a sister Laura
And if you look at the 1900 census you will find Jasper m to Emily living in Harris Texas ....he was born 1863 in Illinois
they were married in 1888

I'm wondering if your Jasper is a son or nephew of Jasper Newton Burroughs and Nancy J. Eatherton/Collins:

Although your Jasper isn't mentioned at any of these links, he is about the right age to have been their son or nephew, and his name implies a close familial connection.

Also, I found the following links about Riley Willey. The first link, a page in a book freely available at Google Books, mentions his first wife Mary J. Vandever and his second wife Margaret J. Palmley (widow of W. D. Ingraham); the second link, Riley's death certificate, only mentions his second wife, who living at the time of his death:

I did come across that census listing, but was unsure about it being her because of the name difference. I suspect that this is her, along with the 1900 census entry. The fact that they were living in Texas at the time is throwing me off a bit.

Greetings again,
I just received a couple photographs from my wife's aunt, who is married to Paul Burroughs, son of Donald and Norma (Kibby) Burroughs. Donald is the son of Riley Archibald Burroughs, who is the son of Jasper. The photos show the family in Carthage, Missouri in 1895. It has a note identifying "Arch's" grandmother and grandfather Mary & Riley Willey, Maude, Cecil and his mother Frances Emily Burroughs.

Another one shows Arch at 9 months old, with his grandparents and parents. The older male in the picture is missing his left leg, and is using a crutch to stand.

It appears that Mary and Riley are the parents of Jasper, I may have more information this weekend. Thanks for the help, both Donald and Norma Burroughs are still living and, for some reason forgot to give me this information. Understandable, they are in their 90's and may have thought I had it already.

"It appears that Mary and Riley are the parents of Jasper". That should read as the parents of Frances Emily Willey, not of Jasper Burroughs.
