How do you look up old prison records?

It looks like my ancestor George Elmer Gould was in prison around 1900 in Minnesota Ramsey prison. His son is living with his in laws in 1900 and I found George on a 1930 census listed as an inmate. ??

The George who is an inmate in 1930 is not in prison; he's at the Ramsey County Alms House (poor house). I do not find a George who is in prison in 1900. I find several George Goulds but no George Elmer or George E. Gould old enough to be a parent in the 1900, 1910 or 1920 for Minnesota. Are you sure you have the correct person?

If you could list more information:
his full name, approx date and place of birth;
wife first & maiden name; approx date & place of marriage;
name of his children; approx date and place of their birth, maybe we can nail George down.

I found a census from 1930 (minnesota) where a George Elmer matched the age of my ancestor. He is listed as an inmate with a long list of other men. He was born in 1863. He had 2 sons, Willard born 1890 (who was 9 in 1900, living w/ his maternal grandparents, and a younger brother Asa born 1893. His wife Cora and son Asa were not living with Coras parents, so I found that odd. I also know from my parents that Asa grew up and had a family (and it is backed up on ancestry.com) so it may possibly not be my "George" but the circumstances point to something strange going on between 1895 (where George, Cora, Willard and Asa were living together) to 1900 where Willard was living with Cora's parents.

Any advice?
