I have seen the delayed birth record and accept that Carrie Dean is probably his mother. Her name is given as Carrie Bevoe, which is close to Carrie's married name, Devoe. Since the information on the birth record was given by an Esther Webster (not a family member as far as I know), I think she just misspelled Carrie's married name. Carrie married Octave Devoe almost 2 years after Perry's birth, so the undated delayed record was probably written after that. Since George Dean is Carrie's father, it seems odd to use his name as Perry's father. It appeared to me to be a cover-up.
