When creating a master source for a census sheet, we are asked if the data is a primary or secondary source.

It would be a primary source for a census "event", but could be a secondary source for date or place of birth of birth (ex: 1900 U S Federal Census).

My question is this: when created, the master source might be a "primary" source. But how do I use the same source as a "secondary" source for another event when it is marked as a primary source? If I change the master source to "secondary", it effects all uses of that source.

I think I figured it out. I was "memorizing/pasting" a source to another event and didn't realize that I would have to change the citation quality as needed. Ex: a death certificate would be Primary for a death date/location event but would probably need to be changed to Secondary for a birth date/location event.
