Uniform and Equipment Identification

I am attaching a hand colored photo of my gr-grandfather who emigrated from Lucka, Slovakia. I believe he would have entered the military in 1896. Can anyone please tell me what the uniform says about his rank and type of service. Also, can anyone tell me what he is holding in his left hand? It seems too short to be a sword.
Any info will be greatly appreciated. Thank you!
