A person can change their name by deed poll, or if he is a child, the name may (in certain circumstances) have been changed by deed poll,by a parent, but this would have to be registered and it would have appeared in the London Gazette at the time. If you know the name he was registered in, at birth, and the name he was given by deed poll, it might be possible to trace it. There is no death registered in England for anyone named Thomas Shingler.
