GLO Land Patents by minors?

Could minors receive GLO land patents in mid 1800's? I have records of 2 individuals receiving patents in 1851, but if they are same as the ones in my database, they would have been 17 and 19 yrs old.

According to the Donation Land Claim Act of 1850 (applies to Oregon only), you could be 18 years of age or older to claim land if you were in Oregon on or before 1850. If they came after 1850, they had to be 21 years of age.

In addition to the patents themselves that are available through the BLM (http://www.glorecords.blm.gov/search/default.aspx), state archives will sometimes have the applications for the patents, which can have further information about the claimants.
