Is he the same Felix Devlin as the one living in Blackburn in 1901?

Mary Devlin age 13 daughter (born 1888?) born Wigan

This Felix was still alive in 1906 I think.

Mary - address - 17 Rockcliffe St Blackburn

On the 1911 census, there are two Felix Devlins.

One is aged 61, living with his wife Margaret, his children, Daniel, Jane, and an adopted son Edward Brown, he is said to be born in Yorkshire Leeds. They live at 41 Commercial Street Skipton.

The other one is aged 58, SINGLE, and lives with his brother, John Devlin, aged 45, also SINGLE, and both said to born in County Tyrone, Ireland. They live at 42 St. Leonard Street, Thornaby.

Has anyone known a person to appear twice on the same census? I'm convinced my relative Felix Devlin appears twice on the 1901 census. He first appears in the 1881 census. What other records would help clarify if they're the same person? any thoughts gratefully received.
