You might try Children's Aid Society and New York Foundling Hospital. If they can't help you, they may have additional leads. Good luck.

Theresa,
I wrote that posting in March 2001. Virginia was found in April 2001. I am very happy to say it was a long 5 year search but very rewarding. I went to the LDS Library and ordered the 1960 birth records book (on microfilm) and searched for four hours by the number on the ammended birth certificate. Then an Angel in New York found the name of my birth Mother's family. I had her birthday from the non-ID information. Another Angel had written it in pencil beside the name Virginia. Our lives now have some peace instead of the hole in the heart.
I'm sorry I don't have the answer to your question but maybe some of this information can help.

Thank you very much for your help but I believe my sister was adopted between 41/42 so many stories to sort out but I believe this is close to the year. I heard it was fall so it could have been 41. I know both parent names can you tell me how to search these years? Thank you for your time.

I just read your message and have a question. Is there a way to get the names of dhildren placed in orphanages between census times?
I am looking for Harvey Scouten who may also have a sister, Mable. They were in a NY orphanage sometime between 1882-1905 but I don't know which one.
thank you for ay help or leads.
