I have an undated photo of my Grandfather with his diploma. I was having a trouble with the time line

My grandfather was born on Feb 16, 1897, I had assumed that he went to a four year high school in Bryant Bear Creek Twp Jay Co. Indiana. I assume he graduated when he was 18, and got his diploma in May 1916. His family moved to Adams after graduation, He met my grandmother and married her on Oct 05, 1916. This is a pretty tight schedule and because he moved a distance of 20 miles, I assumed he met his wife after the move.

When I got the 1940 census it said he had 3 years of High School that gave more time for all of the events that happened.

Now the question is did Jay County have a 3 year high school in 1916 so he could get the diploma in the pictue, or is the diploma for an eighty grade graduation (He looks to old for the eight grade).
