I located a relative on a ship's passenger manifest on May 1905 but his name and accompanying data was neatly crossed through across all his information. Then in June 1905 I believe my same relative appears again on another passenger's ship manifest.
I am relatively certain that they are the same person based on the accompanying data match from each of the manifests.
The questions: When a name is crossed through would that be that the person was denied entry and returned to his native country. If so, are there documents that may detail why entry was denied?

No. It means the person did not board the ship.
