You ought to be able to get the parents of Lev by requesting a copy of his SS-5, his Social Security application. That form contains his parents' names. Luckily, Lev is old enough that they should not redact his parents' names from the form.
You probably don't know if Ora Harbin had a Social Security number or not. But if you don't mind paying, you can send a request for her also and see if anything pops up.
