I have some image sets where there are distinct sections. For example, section 1 is labeled as Ensigns, section 2 is labeled Surgeons General, Retired and section 3 is Medical Directors. Should these be keyed as 1 continuous section? Or, as 3 separate sections?

You only need to split into sections if there is data to key in the section header and that data has changed. I haven't worked on this particular project but looking at the wiki page there doesn't seem to be a section header with data to key? In which case you will not need to break it into separate sections.

No need for separate sections, however per keying instructions -

"If the page is in columns, key down the columns from left to right of the page. If the page is in sections, key names in the first section in the same manner before proceeding to the next section."
