American Volunteer Soldiers Mexican War - Help please

I have a Muster card that is headed Company Muster-in and Muster-out Roll, there is not an example for this in the examples (or I can't find it)so I am not sure whether to key as is a 'Muster' card or mark as a'cover' page?

If an individual soldier's name is listed near the top, I'd key it as a muster card.
