Key or not key?
1 see image below. My guess is yes as it includes names though not any dates.
2. See attached image. It is an index but includes dates.

I thought an "index to names" should not be keyed, even if it includes dates. The index lists the page number for that person and they would have been keyed with all data from that other page.

You key the first image. Index of names are not keyed, mark as cover page. Check the examples of cover pages on the Wiki.

Thank you all. I've combed through all the examples on the WIKI and carefully looked at them. The example of the index was confusing as the example of index on the wiki does not have any dates on it at all. The example I saw when arbitrating does have dates (as shown)and my gut was to treat it like an index but the dates were confusing.

It was confusing as all information was there to key. BUT it did have a page number for every person and the word INDEX at the top, so cover page it should be.
