US Military Records... Cover page?

The header says, "General Officers of the Line"

and then proceeds with the image below.

Would this be considered a cover page?
I was planning on keying it since it isn't an index, but it has no dates or locations.


And if I do key it, would I go through each column first or separate it by each department?

It is kind of similar to keying sample 9 on the wiki page, so I would say it should be keyed:

As for the columns, I would key the six names from the top first, then all the major generals column by column, then the brigadier generals column by column.
