If there is no name and only an occupation should this still be keyed?

This looks like people with more than one occupation at a different pay rate and I would combine the occupations to:
R R McTear - Asst Agent Pumper
W W Greene -- Asst Agent Pumper
Can't see all the way over on the screenshot, but was there one check issued for these people?
