CA Railroad Employment - Difficult Occupations

I'm finding this set really difficult. Each page has it's challenges. I submitted previous for opinions on whether occupation contains location versus occupation, and the opinions were they were locations. Below the first few lines, it is difficult to decipher whether it's location and/or an unknown occupation. The title of the page states there are pumpers, fiters, and watchmen. Do I put in occupation as blank, or what?

the line for Mr Shields reads Watchmen in brackets
I suspect all the people below him are watchmen.

Everything below that point in the occupation are all people or Places, Cuervo, Montoya, Newman, etc.

Because thew page is something of a mess you will have to decide whether to say that the folks below shields are watchmen, or whether to leave their occupations blank. There isn't really a "right" answer to this.
