Clearly every page in this series is different. So in keying:
1) I know that blank lines on the image should be keyed as a blank record, but what do I do with lines that have data that are not to be keyed, like signatures and section headers and summaries? Are they to be marked as "blank" also? If a name is included should it be keyed no matter what?
2) Dates: How do I key "first" period of a month when no other data other than Month and Year are provided? "First" tells me there is at least one other pay period of the month. What do I put in the "record date" field?

1) In fact blank lines should be omitted. This is almost universally true for all AWAP projects. (Family Search does things differently)

We are not keying the name of the clerk who prepared the record (signature at bottom), nor the names from the header.

Signatures of the men payed is another matter, we will take the most complete version of the name, with the signature winning in case of differences in spelling.

2) we do not key "first" or "second" and just leave the day blank when it is encountered.
