Question on Rhode Island newspaper vitals

I'm new to keying & have a question: I am working on the Rhode Island newspaper summaries, and just downloaded a couple of sections that indicated they were a new volume (blank & title pages... ok). Now the next page is an "index", and it references page numbers, but doesn't have any actual vital information. I think that this should be flagged as 'Cover page, section header' and not keyed. This page does not have a page number. What is voice of experience here?

Yes, if there is no page number on an index page, it should be "Cover page, section header etc"
