It appears he was born at the Langager farm in Skudenes to farmer Svend Jacobsen and Anne Marie Hansdatter. Four of the witnesses were from the same farm - so they were probably related.
Here is Hans and his family in the 1865 Ferkingstad Parish, Skudenes/Skudesnæs Kommune, Rogaland County census. Note again, Langager/Langaker is a farm name, not the name of a parish or municipality/place in Norway. His parents were born in the same kommune/municipality.http://tinyurl.com/achqpxh

Karmøy was created as a new municipality on 1 January 1965 after the merger of Kopervik (city), Skudeneshavn (city), Skudenes, Stangaland, Torvastad, Åkra, and most of Avaldsnes.
So that should explain the confusion!!
While researching your ancestors, I would stick with the Skudenes church records! :)
BTW: The letters "g" and "k" were often interchangeable in Norway: ie: Langager/Langaker
