Hi Dan, Luke is right it says Heel Pol and Panheel.
The sentence you are referring to says:
den ondergetekende Meyer der gemeente van Heel Pol & Panheel certificeert bij deze.....= the undersigned mayor of the municipality Heel, Pol & Panheel here by certifies....
There was no port in Panheel :)
