After three years of searching - including the Library of Congress, the UEL Archives in Canada, and the Archives in England, among others - I finally have a complete copy of the article by Col. James Tompkins Watson in the 1910 Journal of American History (19 pages) which includes the full account by Timothy Resseguie of his experiences in the Revolutionary War.
