Why Dorchester instead of Quebec?

Washington had Henry Knox haul the Ticonderoga cannon to Dorchester when Arnold was investing Quebec and badly in need of cannon. Does Washington anywhere explain that decision? Did reporting from the Congressional study committee that went through up-state New York and visited Montreal have anything to do with the decision?
