Rev War Pension Research

Classification: Pension
Surnames: Holdren and various spellings
I have an ancestor, Beniah(Benjamin) Holdren (Hauldron, Hawldren, Holden, etc) who is on the 1840 Index to Pensioners in Bucks Co PA. I have received his Pension Payment Ledgers from the PA State Archives. The payments started in 1839 "per act of 1939". I can't find him in any Pension application papers. I have searched the NARA microfilms under as many spellings I could think of and did not find him. Where do I go next? Should there not be a pension application somewhere?
Thanks
