You say you have written the KY Land Office and not received a response? That is curious.
If you did not try using their official forms and procedures, go here, where there is an explanation of many (but not all) land grant circumstances, and an official order form:

What you have appears to be a record of warrant and survey returned to the Land Office, rather than to the land grant. It is possible that your Agnes sold the warrant to another before the grant issued.
So even if you are able to tweak a copy of the survey or Warrant out of the Land Office, it may not tell you what became of the actual land.
I did do a search for the Jackson patents, which appear not to include present Wayne Co., although the time frame was right.
