His sleeve insignia looks like a petty officer with a ordnance articifer specialty (crossed cannons) above it. If he was a navy veteran, it's quite possible he could have been assigned to water police, river patrol or some other type of marine border units. He could have left the navy and taken a customs/border job also. Have you contacted the German War Graves Commission to see if they have any records?
