I was wondering about that myself. The 'unofficial" variant of the Victory Medal was awarded to veterans of the 1st world war by cities and state governments. Maybe they had a stock left over and issued them to returning veterans where he lived? Or he went to the nearest military surplus store to buy the ribbon after he was discharged and someone slipped this in on him. It also was used by some on their ribbon bars until the "official" WW 2 version showed up. Do you know if he has the official WW2 victory medal among his ribbons? You see these every so often on WW2 veterans ribbon bars, not really uncommon if you're used to seeing them but throws most people off.
