This was an US Army Ship with a Merchant Marine Crew.
FS38 is the number of the ship. FS stands for Freight and Supply. A.T.S is Army Transport Service. APO939 is the Army Post Office for Dutch Harbor Alaska. C/O H Q S could stand for Commanding Officer Head Quartes not sure of the S.
