British Military or Diplomatic Employee 1860s

I am asking for help in learning where to search for a person who was born in a British territory to a father who served either as a member of the military or in a diplomatic post. Compounding my search, my grandfather may have been born in either the East or the West Indies--various census records say both. He was born in about 1861, if his death record is correct. My hope is that since he was the child of a British (perhaps Irish) military or civilian employee that there would be a record of his birth somewhere. Where should I look? How do I contact someone who might be able to assist? His name was James Hill, and our family story says that his father was a guard at an embassy in India--married to a local girl. All assistance to break down this brick wall is greatly appreciated.--Karen
