I don't know of any online records for British merchant seamen.
Most merchant seamen's records are held at the National Archives, Kew but some original cards are held at the Southampton Archives.

The Southampton Civic Archives offer a service to provide first generation copies of the cards, and any photographs attached to them.

Index cards of medals issued [assuming they were claimed] to merchant seamen of WWII are online at the National Archives. There's one for a James Joseph Fay and one for a James Fay.
