It's a standard US Army enlisted man's uniform. If the picture were a little clearer, the collar discs would show what branch he was in. Trying to identify the ribbon, he's only wearing one and it looks like a good conduct medal. He doesn't have any of the typical WW 2 campaign or service medal ribbons, so it's likely this photo was either pre WW-2 or late 40's.
