Haven’t found one for 1913, but there are several mentions on outgoing passenger lists England to India that could be him.

Ycasso suggested you should check the India Office Records at the British Library and I certainly second that, they should have something about his army record and if he was an engineer/inspector on the Indian Railway they may have more information. If his wife died between 1932 & 1935 they should also have her death registration.
