Birth Record of Children Born out of Wedlock

I have hit a brick wall in obtaining my grandmother's birth record. It seems that she was born out of wedlock in 1906. Apparently there is a law on the books that restricts access to certain records of birth between the years of 1841 and 1997. I need to go through probate in order to get this record and as I live in Chicago this is not possible. Has anyone out there ever run into this type of problem? If so, how did you resolve the issue? Thank you.
