1) I believe some genealogical group (probably the Mormons) plans to copy all the service & pension files and provide them online. This is a large task & will take time.
2)No, not all veterans, their widows, children and in some cases, parents received pensions. There are a good many books on the topic - - for example, Theda Skocpol's "Protecting Soldiers and Mothers, The Political Origins of Social Policy in the United States."
3)To find information on your Jones, you will need access to the National Archives & Records Administration (NARA) files. You begin with NARA’s microfilmed General Index to Pension Files, 1861-1934 (M 539 -- Index of Military Service Files) and T 288 (General Index to Pension Files). Then with the identification numbers provided in these indexes, you can request the actual service and pension files for your individual soldier.
