Did you request it under the Freedom of Information Act? If not, you might try that.
If you did request it under the Freedom of Information Act, the only other thing I would suggest is to write to your Congressman or Senator and tell them that the VA was non-responsive to your request and ask if they can help you obtain a copy of the file.
FWIT, the chit-chat around the water cooler at the National Archives is that the VA is working to return all of the pension files they have to the National Archives. That should speed up the process of requesting one of these pension files.
The longest I've waited to hear from the VA about a pension file was 16 months, and then it was only to say they didn't have it.
