How very sad. I have gone through a similar battle with Gettysburg, because my great-great grandfather, Sergeant John S. Transue, fought there with the 56th Pennsylvania Volunteer Infantry, and was shot in the thigh on the first day of the battle. There is a large memorial at Gettysburg for every solider from Pennsylvania that fought there. My great-great grandfather's name is missing from the memorial, and I have tried everything possible to have his name added, but they refuse to add it. I even went to the National Archives for proof that he fought there, but still they will not budge. Sounds to me like these places don't want to spend the money to honor the men of our country who fought, were wounded, or gave the ultimate sacrifice.
