Salisbury National wants me to prove he is buried there!

Military records from the archives state he was POW and in the hospital one month before he died. His records only state "died" not "buried" The cemetery has no record of him, Ok, maybe he's in one of the mass graves. I ' ve asked for an "In Memory" Headstone, which he is entitled to and they say "prove he's here. I have searched over 50 cemeteries in pa. where he is from trying to prove the family didn't take him home in the middle of the war. (2 of his first cousins were also killed and they were not taken home to be buried!) I feel like I'm fighting a losing battle.
