This could be a tough one based on what I have heard about similar situations. Even with evidence of a mistake, the posture of the Cemeteries apparently often is that the they will not second-guess what the authorities decided to carve a century or more ago. My best advice is to provide all the doumentation of the mistake, and keep pestering them.
