Most likely it is a "Hardee hat badge" On most hardee hats (a type often worn by US troops, especially here in the South), there would be an eagle pin (actually it is the badge of the US Army) that was used to hold up one side: the side the soldier aims with...that way the hat wouldn't be knocked off by aiming his rifle.
