Can't answer about Federal service, but in Confederate service a man had to provide his own horse in order to enlist in a cavalry company. The Confederate government paid for a horse lost in service, so the appraised value of horse and equipment was recorded at enlistment.
In general, a soldier who joined a cavalry unit did so by choice. During the last half of the war, the Confederate government tried to discourage enlistment of new cavalry commands or transfers from infantry to cavalry. The need was clearly for foot soldiers, but most men preferred mounted service instead.
