49th Virginia Infantry Regiment, Mosby's Rangers

My gggrandfather, William M. Davis from Rappahannock Co., VA was in the 49th Virginia Infantry Regiment,fought all the major battles and was captured at the battle of Moorefield and sent to Camp Chase Aug. 1865, transferred to Point Lookout, MD. March 1865. He had two brothers who were with Josh S. Mosby Irregular Cavalry (Mosby's Rangers). One brother, George C. Davis was also an agent. he was captured Feb. 1864 in Fauquier Co. VA. and sent to Old Capitol Prison, transferred to Fort Delaware June, 1865. Another brother, Gibson Clay Davis (also with Mosby) He was captured Oct. 1864 at Upperville and sent to Old Capitol Prison until Feb. 1865 and transferred to Fort Warren, released June, 1865. I have found through "Fold 3" Case files relating to investgation of subversive activities, and in the bottom of his statement he states he has a brother in the CM Dept.at Alexandria, VA. Does anyone know what "C M" would stand for? I don't know which brother he was speaking of. Also have no idea about subversive activities. Sorry this is so long.
