Thank you John for your reply and your thoughts on this matter.
I now understand why she filed for a widows pension in 1930.There was a declaration of widows pension passed in 1930 that upped payment to $40 a month if you were over 70. in1930 she was 73 years old. I think she must have initialy filed in 1913 when a widows pension could be given REGAURDLESS of other means of income.
She was married a total of 3 times-each husband preceded in death. That is why she could not file for a widows pension before 1913.
