In 1806 a ship called the Leander was captured by two Spanish armed vessels. There was taken 47 American. These men would end up in a Carthagena prison, two years later ( 1808 ) with the help of a British Officer a petition was sent to the United States Congress asking for help for their release, by the time the petition-report was written their number was down to 36, because of deaths and escapes. Although we ( Amreicans ) were having trouble with the British at this time, this Officer felt it was his duty to help as some of the Americans were born British subjects and it was his duty to help all British subjects.
