Obtaining copies of actual application for claims

Surnames: Dunham
Can anyone tell me where I can obtain a copy of the actual claim made by a soldier in the War of 1812? I see my ancestor, William Dunham of Newstead, Erie County, New York made a $70 claim from the index. (#15,513)

Ancestry.com says the actual claim forms are held by the Division of Military and Naval Affairs, Public Security building, Albany New York. A visit to their website, however, does not indicate these records are available or obtainable by the general public.

I would appreciate any suggestions anyone can give me. Thank you!
