The first registration was June 5th 1917, none Sept 1917. The numbers on the front are record and serials numbers assigned by the local draft board and district. Looking at your other posts if you are looking for David Clarence Worley, then his 1930 census listing it is recorded "No" for Veteran question. Ancestry's index has him listed as Dove C. Warley in Wyoming County WV.
